I. ROADWAY IMPROVEMENT PROJECTS
• LA 64, LA 1026, US 190 & LA 3282 – Surveying and plan design for intersection improvements at four sites within Livingston Parish and one site in St. John Parish. Project final plans include turnlanes and signaling for the intersections.
• Brightside/Nicholson Drive – Surveying and preliminary plan design for alignment, grade and intersection improvements.
• US 165 (Tullos – Olla) – Final Design and preparation of 4 lane rural roadway and drainage plans as part of the TIMED Projects. Project included traffic movements, intersections and turnlanes. Forte and Tablada was also responsible for Preliminary Plans on this roadway.
• North Landfill Access Road – design for construction plans and specifications to link the East Baton Rouge Parish Landfill to the JESTC property.
• Sydney Road – site review of roadway and preparation of corrective action report for Iberville Parish Council.
• Phase I & II Parking Improvements at Louisiana Correctional Institute for Women – Engineering services for preparation of construction plans for new parking facility along with construction administration for Phase I (2003) and Phase II (2004) Improvements.
• Bayou Plaquemine/Bayou Jacob Bridge – Engineering, topographic survey and Right-of-Way plans for the construction of Phase II of roadway project to connect Highway 1148 to LA 1.
• Parking Lot for Louisiana Property Assistance Agency – Engineering and land surveying services for a new parking lot to the LPAA office in Baton Rouge, LA.
• Relocation of Rebel Drive – Engineering and Land Surveying services to prepare construction plans and specifications for relocating Rebel Drive through the Baton Rouge Community College Campus. New roadway will be constructed so that no utilities need to be relocated and will consist of a new two lane boulevard section with turn lanes and new traffic signals.
• LA 1 Alignment Study – Engineering and Land Surveying services for design study for a new bridge crossing LA 1 in Plaquemine, LA near the Dow Chemical plant.
• Laydown/Storage Yard – Engineering and Land Surveying services for preparation of construction plans and specifications for a four (4) acre addition to the existing storage yard at the Diamond Plastics plant in Addis, LA.
• Parking Lot & Drainage Improvements – Parking Lot improvements including new drainage for 1st Baptist Church in Plaquemine, LA.
• Wilbert’s Canal Bridge - Engineering and Land Surveying services for a 100 ft. concrete slab span bridge across Wilbert’s Canal in Iberville Parish, LA.
• Bridge Inspections, Iberville Parish – Inspection of 17 bridge structures within Iberville Parish and preparation of corrective action report to the Parish Council.
• Boulevard Entrance for Carville Site – Civil and Structural Engineering and Land Surveying services for design and construction of new boulevard entrance to the site in Carville, LA.
• “Your Other Warehouse” Building Site – Engineering and Land Surveying services for new warehouse facility. Engineering design for site construction included all utilities, grading, sidewalks and parking, drainage plans, intersection improvements and approval of permits and plans along with construction stakeout services and construction inspection.
• Highway 384 Restoration – Engineering and Land Surveying services for the Dept. of Natural Resources Project to restore portions of the roadway on the northeast side of Calcasieu Lake in Cameron Parish, LA.
• Shintech Road – Permitting, surveying, design and construction inspection for roadway linking 1148 to LA 1.
• LA 1148 Extension - Engineering and Land Surveying services for design of 3 miles of new 2 lane rural roadway including swing span and slab span bridges in Iberville Parish.
• Air/Truck Cargo Center – Site development for new air/truck cargo center including parking and turnaround and all utilities at the Baton Rouge Metropolitan Airport.
• Iberville Road Program (2003) – Evaluation, Plan design and construction supervision for overlay improvements within Iberville Parish. Another program was completed in 1997.
• Airline Highway (Lindale to Florida Blvd.) – Engineering and Land Surveying services for preliminary roadway plans, drainage plans, and right-of-way maps in East Baton Rouge Parish for the LaDOTD. 6 lane urban roadway with “U” turns, 2 major intersections, and all traffic movements.
• O’Neal Lane (LA 3245) – Engineering and Land Surveying services for preliminary plans, drainage plans and right-of-way maps for East Baton Rouge Parish. 5 lane curb and gutter with subsurface drainage, 2 major intersections, and all traffic movements.
• McClelland Drive – Engineering and Land Surveying work for preliminary and final roadway plans, drainage plans and right-of-way maps for East Baton Rouge City/Parish. 3 lane roadway with curb and gutter, traffic movements, and 3 major intersections.
• LA 1034 & LA 16 – Design and preparation of roadway and drainage plans for 2 lane and 5 lane roadway including traffic movements.
• Choctaw at North Sherwood – Redesign of intersection including a railroad crossing, traffic movement and field stakeout for construction.
• Leona Street – Design of an alternate truck route for the Town of White Castle, Louisiana. This project involved a two lane roadway with traffic movements, turn lanes and intersection improvements.
• Joint Emergency Services Training Center – Site and Infrastructure development including surveying, site planning, entrance roadway and facility roadways and all utilities for the 1300 acre site.
• O’Dell Street – Engineering and Land Surveying work for drainage plans and preliminary and final roadway plans for East Baton Rouge City/Parish. 2 lane urban roadway with curb and gutter.
• East Grant Street – Engineering and Land Surveying work for drainage plans and preliminary and final roadway and bridge plans for East Baton Rouge City/Parish. 2 lane curb and gutter roadway with sidewalks and special detail bridge.
• Laurel Street Sidewalk and Drainage Improvements – Engineering and Land Surveying work for 0.477 miles of drainage, utility relocation and sidewalk construction plans for East Baton Rouge City/Parish.
• Minnesota Street – Engineering and Land Surveying work for drainage plans and preliminary and final roadway plans for East Baton Rouge City/Parish. 2 lane urban curb and gutter roadway.
• Relocation of River Road (LA 988) - Engineering, topographic survey and right-of-way survey for design and construction plan preparation of approximately 1.0 mile of roadway and right-of-way maps in West Baton Rouge and Iberville Parishes. 2 lane rural roadway designed to LaDOTD specifications. Our staff also completed all the 404 permitting and Wetland Delineation.
• Musson Bridge Rehabilitation – Evaluation and design for rehab of bridge servicing Iberville parish residents.
• Grosse Tete Bridge – Engineering inspection, analysis and survey of the bridge structure to develop construction plans and specifications for the Iberville Parish Council.
• Ormond Road Raising – Engineering services for the reconstruction of Ormond Boulevard including a grade study prior to development of plans. Preliminary and final construction plans included sub-surface drainage, roadway lighting and provision for traffic signal interconnection on the 2 lane divided roadway with raised landscape media.
• DOTD Enhancement Project – Sidewalk Grant project including surveying and design for the Town of Watson.
• DOTD Enhancement Project – Sidewalk Grant project including surveying and design for Town of Holden.
• DOTD Enhancement Project – Sidewalk Grant project including surveying and design for Town of Slaughter.
• DOTD Enhancement Project – Sidewalk Grant project including surveying and design for the Town of Breaux Bridge.
• DOTD Enhancement Project – Sidewalk Grant project including surveying and design for Town of Albany. Phase I was completed in 2000 and Phase II was completed in 2003.
• DOTD Enhancement Project – Sidewalk Grant project including surveying and design for Town of Cecilia.
• DOTD Enhancement Project – Sidewalk Grant project including surveying and administrative services for the Town of White Castle.
II. SEWER COLLECTION AND TREATMENT PROJECTS
• Warsaw Landing and Blood River Landing Sewer System – Engineering, Land Surveying and Environmental Services for new sewer system to serve the Warsaw and Blood River Landing areas of Livingston Parish. Project included securing a 404 and Coastal Management Permits for the installation of the project’s 2500 lf of new sewer line and treatment plant.
• Parish-wide Sewer and Water Study (Livingston Parish) – Engineering services for the wastewater portion of the study were provided by F&T. Research of the Parish included future sewer needs based on the projected population growth, development of plans for new collection and treatment facilities, cost estimates and recommendations for financial sources. This project was a joint venture project.
• GIS Mapping of Pump Stations, City of Denham Springs – Engineering Land Surveying services to complete smoke testing of the City’s sewer system. A GIS base map was developed along with recommendations for corrective action to be complete during the next phase.
• Pump Station Improvements, City of Denham Springs – Engineering, Land Surveying and Construction Administration services to prepare construction plans and specifications for the upgrading of four (4) lift stations within the City.
• West Feliciana Sheriff’s Complex, 911 Center and Work Release Center – Engineering, Environmental and Land Surveying services for site planning including sewer, water and gas systems, site grading, drainage and parking design.
• New Treatment Plant for West Baton Rouge Parish Jail – Engineering and Land Surveying services for the preparation of construction plans and specifications for new treatment plant at the Parish Jail in Port Allen, LA.
• Tate Road/Deep Sewers, City of Denham Springs – Engineering services for the design of construction plans and specifications for new lift stations and gravity sewer lines to serve the City.
• Oxidation Pond Upgrade for Villa Feliciana – Engineering services for the design of construction plans and specifications to upgrade the oxidation pond to meet new effluent limits under their DEQ wastewater permit.
• Industriplex Wastewater Facility Upgrades – Analysis of the existing sewer system within the area of Siegen Lane, I-10, Airline Highway and Pecue Lanes has led to the design, which will eliminate six (6) existing pump stations and utilize a deep gravity system (10’ to 30’ deep). Interior pipe diameter will range from 10” to 30”. The project also consists of the design of one 2900 gpm pump station and new 16” force main. The layout is complete and waiting for servitude acquisition. This design will save the city-parish substantial dollars in Operation and Maintenance costs and allows for future flows in the area.
• Pump Station 240 Upgrades – Topographic Survey, Preliminary & Final Design Plans and Preparation of detailed Construction Plans for new Pump Station with Gravity Sewer System for Area 240 Sewer Upgrades within East Baton Rouge Parish.
• Patreau Lane Sewer Improvements – Engineering and Land Surveying services to develop construction plans and specifications for a new sewer collection system and upgrade of a nearby treatment facility to handle an additional 90+ homes in Plaquemine, LA.
• Smoke Testing, Town of White Castle – Administrative services for smoke testing of the sewer system within the Town limits. The project area included 2.75 miles of lines along River Road, LA 1, Bowie Street and Leona Avenue.
• Operation and Maintenance Services – Provide O&M services for treatment plant that serves the State Police Temporary Housing Center in Walker, LA.
• Jonesboro Detention Center – Engineering design for site development of the correctional center. F&T was responsible for preparing and securing all DHH and DEQ permits required for the sewer and water system. All utilities, drainage, parking and pavement design was included in the construction plans and specifications.
• Lake Fausse State Park – Engineering services for construction plans and specifications to rehab the sludge hoppers for the existing treatment plant servicing the Louisiana State Park.
• Dixon Correctional Institute - Auger Monster and Grinder Station Addition – Engineering services for evaluation and design of construction plans and specifications for the addition of an auger monster and grinder station at DCI.
• Greenwell Springs Hospital – survey, evaluation and design for two pump stations, grinder and force main to tie in to East Baton Rouge Sewer system.
• Gillis Long Center – surveying, evaluation and plan design for new Pump Station and Treatment Plant serving the Gillis Long Center in Carville.
• Live Oak School – surveying and plan design for treatment plant for new school.
• Troop A – surveying and plan design for upgrades to sewer system.
• Troop C – surveying and plan design for treatment plant.
• East Baton Rouge City/Parish SSO Project – Evaluation of City-Wide sewer system for development of hydraulic computer model program for rehabilitation of the sewer system.
• East Baton Rouge City/Parish Sewer Pump Station Evaluations – Phase I and II evaluated 100 pump stations for present day pumping capacity city-wide.
• Elayn Hunt Correctional Center – Expansion and upgrade of oxidation pond/clarifier (1.1 mgd average) treatment facility and upgrade of lift stations and mechanical filter with effluent going to the Mississippi River.
• Southeast Louisiana State Hospital – Upgrade of lift station and installation of new force main and package treatment plant (280,000 gallons per day average) along with closure of existing oxidation pond. Project also included preparing and securing a discharge permit.
• Winn, Allen and Avoyelles Correctional Complexes - Complete design of original Sewerage Collection and Treatment Facilities and all other infrastructure improvements for each of the 1700 men prison complexes.
• Winn Correctional Complex - The recent expansion of the Sewerage Treatment Facility for an additional 200 men requiring additional filtration and chemical treatment.
• Washington Parish Correctional – Complete design of Sewerage collection and treatment facilities and all site work for a 1500 man, 279,000 G.P.D. prison complex.
• Wade Correctional Institute - Review of the existing sewerage treatment facility and recommended the plan of action for Rehabilitation of the existing facility.
• Forcht Wade Correctional – Review of the existing sewerage treatment facility and recommended the plan of action for Rehabilitation of the existing facility.
• C. Paul Phelps Correctional Center - Upgrade of the existing sewerage 360,000 gallons per day average treatment facility.
• Dixon Correctional Institute - Design of a new Lift Station and approximately 8100 feet of 8" force main.
• Sidney A. Murray Hydroelectric Station - Complete design of Sanitary Sewer system for a 3,000 G.P.D. facility.
• Iberville Parish Sewer District – LA 75 Utility Relocation – Relocation of 10 miles of 10” force main.
• Iberville Parish Police Jury – Complete design of the 1992 LCDBG project - 2.5 miles of sewer collection lines, 3.8 miles of 6" force main, and 3 lift stations.
• Louisiana State Penitentiary, Angola, LA – Review of existing sewerage treatment facility and assisted in filing the response to the DEQ Compliance Order. In design stage of a new 1.5 million gallon per day treatment facility with effluent going to the Mississippi River.
• Louisiana State Penitentiary, Camp F, Angola, LA – Rehabilitation of pump station and 6” force main.
• Iberville Parish Police Jury – Oversee smoke testing, analyze data and design plans for rehabilitation for system of 1.5 miles of force main and 2 lift stations.
• Dorseyville Elementary School - Design of a 15,000 G.P.D. sewer collection and treatment system
• Town of White Castle – Sewer line rehabilitation including manholes and point repairs to service lines.
• Sewer System Improvements at Louisiana Correctional Institute for Women – Surveying and plan design for upgrades to sewer system at LCIW.

• City of Monroe, Texas Street Pump Station - Major pump station consisting of three (3) 300HP variable dry pit pumping station including SCADA system. Complete Electrical and Instrumentation design including design of E/I building.
• City of Monroe, Hadley Street Pump Station - Major pump station consisting of three (3) 125HP variable dry pit pumping station including SCADA system. Complete Electrical and Instrumentation design including design of E/I building.
• City of Monroe, Pump Station Reliability Study - Renovation of the electrical and instrumentation of sixty (60) pump stations of various types (wet well, dry pit, etc) and various sizes from 75HP triplex to 3HP duplex. Complete Electrical and Instrumentation design including design of E/I building.
• City of Baton Rouge, Major Pump Stations - Design for three (3) major pump stations; each triplex dry pit 400HP. Complete Electrical and Instrumentation design including provision of electrical design for each building to blend in with the surrounding area.

• East Baton Rouge Sheriff’s Office - Study of Sheriff’s Office Computer Operations electrical system and recommendations
• Fire Alarm, Avoyelles Correctional - Complete electrical design for a fire alarm RF central monitoring system for 30 building complex
• Locking System, Allen Correctional - Complete electrical design for a replacement jail steel operator and control system for all housing buildings
• Winn, Allen, Avoyelles, Correctional Complexes – Complete design of 15KV electrical distribution system including emergency distribution with sequentially parallel diesel driven generators for each 30 building facility complex. Project provided a 13.8KV underground loop system consisting of concrete manholes as pull points and above ground terminating cabinets to eliminate underground splices.
• Louisiana State Penitentiary at Angola, Louisiana – Complete renovation of 35 miles of overhead poleline and underground 15KV electrical distribution system including emergency distribution system consisting of three sequentially parallel generators and over 10 miles of underground 15KV distribution system. Project also included the conversion of an aging 2,400Volt distribution system to an underground 13.8KV distribution system in a loop configuration. Renovation was completed without major distribution of electrical service. Also included complete electrical distribution design for Camps C, D, J, and F, as well as BOQ, Icehouse, Hospital, Chapel, Receiving Center, and the Main Prison Compound.
• Dixon Correctional Institute – Complete renovation and expansion of existing overhead and underground 15KV electrical distribution system with emergency generator systems for Colony 6, 7, and 9.
• Camp Beauregard Work Release Center – Complete design of 15KV underground distribution system for entire facility, including rehabilitation of damaged or obsolete equipment of existing electrical distribution system for the National Guard Base facilities vacated by the Department of Corrections.
• Greenwell Springs Hospital – Complete design of secondary electrical distribution system and project administration to insure minimal disruption of electrical service in an occupied working mental institution.
• Washington Correctional Complex – Complete design of 15KV electrical distribution system for a 20 building medium security prison including emergency backup system. Project provided a 13.2KV underground loop system consisting of concrete manholes as pull points and above ground terminating cabinets to eliminate underground splices.
• Naval Fire and Crash Station at New Orleans – Complete design of 15KV electrical distribution system expansion for addition of facility at occupied Naval Base, with minimal disruption of existing distribution system. Project provided above ground 15KV metalclad switchgear for distribution of and sectionalizing of underground loop system.
• Louisiana State University, Baton Rouge – Complete design of 4.16KV primary distribution system with the use of 15KV rated conductors to provide for future upgrade of primary loop system for Power Dormitory Complex expansion. Project included tap of existing underground primary distribution system and feeder extension to multiple new substations. Project required close coordination to provide minimum disruption to service in occupied facilities.
• Southeast Louisiana Hospital – Complete design of the primary and secondary distribution system for the installation of a sewer treatment plant for the entire facility. Project included the design of the complete electrical system including an emergency generator and the interconnection to the utility company.
• Electrical System Study, Elayn Hunt Correctional Center and LA Correctional Institute for Women – Complete study of electrical distribution system at both facilities to determine existing capacity and impact a $26 million Skilled Nursing Facility will have on systems. Study included recommendations to correct existing system deficiencies.
• Elayn Hunt Correctional Center Emergency Feeder Installation – Complete design of 15KV primary distribution system from the Utility Company substation to the electrical center of the facility. This emergency feeder was designed to provide 100% backup to either side of the existing primary loop to allow the loop the ability to increase its capacity. Design included a lineup of 15KV metalclad switchgear with interlocks to insure proper distribution of loop system while maintaining the safety of the operators. Project was completed in an occupied prison with minimum disruption in service.
• Jetson Correctional Center for Youth – Complete design to replace an aging 15KV primary overhead distribution system and conversion of a 4,160Volt system to a 13.2KV system. System design was completed in two (2) phases to minimize the impact on an occupied facility. The 4,160Volt system was replaced with a combination of overhead and underground systems and the entire facility was converted to a loop configuration for increased reliability and ease of operation. Isolation switches and above ground termination cabinets were provided to eliminate underground splices.
• Swanson BTU Generator – design of modifications to accommodate new generator at Swanson Correctional.
• Lower Mississippi Museum and Visitor Center – design of overall electrical plan for museum.

• Intersection Improvements – Land Surveying services for preliminary and final roadway plans, drainage plans, and right-of-way maps. Intersections are located in both Livingston and St. John Parishes.
