Mr. Schindler is a professional engineer with more than twenty-six (26) years experience in the management and design of infrastructure projects. Thirteen (13) years experience in the Road Design Section of LA DOTD. Thirteen (13) years experience as a consulting engineer. Six (6) years experience with national, multi-disciplined, consulting engineering firm, in charge of all governmental projects, for their Louisiana office. Extensive knowledge of current LA DOTD and the American Association of State Highway & Transportation Officials (AASHTO) policies and design procedures. Supervised the design of a multitude of road and bridge improvement projects, including complex urban interstate, urban arterial, rural arterial and minor bridge replacement projects. Experience with planning, schematic development, feasibility studies and environmental documents, for highway, airport and drainage projects. Familiar with the NEPA process and has completed the course “National Environmental Policy Act (NEPA) and Transportation Decision Making”, sponsored by the National Highway Institute (NHI). Also knowledgeable on the policies and procedures of LA DOTD’s “Urban System Program” and “Enhancement Program”. Performs hands-on design, for all projects managed. Mr. Schindler’s computer software experience includes Microstation, AutoCAD, Geopak, InRoads, RDS, AutoTurn, LA DOTD Hydraulic Programs (HYDRWYNT), Primavera Sure Trac, VT/PSUHM (Detention Pond Design), Coordinate geometry (COGO), Civil Engineering Automation Library (CEAL), Highway Capacity Software (HCS), HydroCAD, ArcView GIS, USACE Hydraulic Engineering Center – River Analysis System (HEC-RAS), USACE Hydraulic Engineering Center – Hydrologic Modeling System (HEC-HMS), FHWA Water Surface Profile (WSPRO), RISA -3D (Structural Analysis), ERITower (Structural Tower Analysis).
Since Hurricane Katrina devastated the New Orleans area in 2005, Mr. Schindler has focused his professional career on the recovery of the infrastructure of the New Orleans Region. Mr. Schindler provided instrumental engineering support to Jefferson Parish during the design and construction of the safe rooms for the Jefferson Parish Drainage Pump Stations. In addition, Mr. Schindler was the Project Manager/Assistant Project Manager on several key recovery projects for the U. S. Army Corps of Engineers, including the Lake Cataouatche Pump Station Nos. 1 & 2 Floodwall Reinforcement and Levee Enlargement, the Mississippi Levee Enlargement (Chalmette to Phoenix) and the Interim Drainage Maintenance Options Analysis and Report (Analysis of Drainage Options Pending Permanent Installation of Flood Control Structures at the Major Outfall Canals of the New Orleans Drainage System - 17th St., Orleans Ave., & London Ave. Canals).
